10/15/25: The so-called “Women and Child Protection Act” empowers any private citizen to sue anyone who manufactures, distributes, mails, transports, delivers, prescribes or provides abortion medication in any manner to or from any person or location within the state to someone in Texas. In addition to these restrictions, HB7 also bars the manufacture of medication abortion within the state. The bill attempts to limit the use of shield laws as a defense in Texas courts, though the impact of this is still unclear. The bill goes into effect on December 4, 2025.
